RUSSIA FREEZES FORMER LIBERIAN PRESIDENT TAYLOR'S AND HIS FAMILY'S MONEY

MOSCOW, June 15 (RIA Novosti) - Russia freezes former Liberian president Charles Taylor's and his family's money. Russian President Vladimir Putin signed a decree "On the Implementation of the UN Security Council's Resolution 1532 of March 12, 2004," the Kremlin press service said on Tuesday.

The presidential decree stipulates the following:

1. All state institutions, industrial, trade, financial, transport, and other enterprises, firms, banks, organizations, and other individuals and legal entities under the jurisdiction of the Russian Federation shall take into consideration in the their activities that since March 12, 2004 the monetary and other financial assets and economic resources belonging to or directly or indirectly controlled by former Liberian President Charles Taylor, and his closest relatives Jewel Howard Taylor and Charles Taylor Jr., and/or to other individuals included in the list of the UN Security Council Committee established in compliance with UN Security Council Resolution 1521 of December 22, 2003 (hereinafter to be referred to as Committee), including the monetary and other financial assets and economic resources belonging to or directly or indirectly controlled by any of these individuals or to any entities acting on their behalf or under their instructions, indicated by the Committee, shall be frozen.

2. The measures stipulated in Paragraph 1 of the present Decree do not apply to the monetary and other financial assets and economic resources that:

a. are considered to be necessary to cover expenses for essentials, including food expenses, housing rent or mortgage payments, medicine and medical care payments, taxes, insurance premiums and public utility payments, or payments covering expenses on expertise or payoffs for legal services, exclusively in reasonable amounts, and commission and other payments for routine management of frozen monetary and other financial assets and economic resources - after the Committee is notified of an intention to grant them access to such monetary and other financial assets and economic resources, in the event that within two business days the Committee does not rule negatively on such intention;

b. are considered to be necessary to cover extraordinary expenses - after the Committee is notified of such intention and authorizes it;

c. are subject to a previous judicial, administrative, or arbitration ruling, or a creditor's claim coverage order on a condition that the relevant ruling or order had been effective prior to the adoption of UN Security Council Resolution 1532 of March 12, 2004, in the event that neither entities stipulated in Paragraph 1 of the present Decree nor other individuals or legal entities identified by the Committee are beneficiaries to such a ruling or order, of which the Committee shall be notified.

3. Interest and other incomes receivable on accounts on which monetary and other financial assets belonging to or directly or indirectly controlled by individuals stipulated in Paragraph 1 of the present Decree are deposited, and payments receivable on other contracts, agreements, and obligations that had become effective prior to the date on which provisions of Paragraph 1 of the present Decree were applied to these accounts, shall be calculated as appropriate, on a condition that such interest and other payments and incomes shall be subject to the provisions of the present Decree.

4. The Finance Ministry of the Russian Federation, the Justice Ministry of the Russian Federation, the Foreign Ministry of the Russian Federation, the Federal Security Service of the Russian Federation, and the Foreign Intelligence Service of the Russian Federation are assigned to enforce measures stipulated in the present Decree within their responsibilities.

5. The Foreign Ministry of the Russian Federation is assigned to promptly notify the federal executive bodies listed in Paragraph 4 of the present Decree of information from the Committee, necessary for the enforcement of the present Decree.

6. The federal executive bodies listed in Paragraph 4 of the present Decree are assigned to inform the Foreign Ministry of the Russian Federation of measures taken or being taken to implement UN Security Council Resolution 1532 of March 12, 2004; the information shall then be submitted to the Committee.
