Concerning Settlement in Democratic Republic of Congo


     A regular round of inter-Congolese talks on unblocking the crisis in the country has concluded in Sun City, South Africa, through South African President Thabo Mbeki's mediation. Within its framework, an agreement was signed between the Government of the Democratic Republic of the Congo (DRC) and one of the major opposition military-political organizations, the Front de Liberation du Congo (FLC), on the formation of structures of a post-conflict dispensation in the country, to which some other groups have acceded. Not all the influential opposition organizations have backed up the agreements reached. Nevertheless, a definite step forward has been taken along the road to the attainment of national reconciliation and cessation of combat actions in the DRC.

     We express hope that the inter-Congolese dialogue will continue in a constructive spirit with participation by all the parties to the conflict, and that the process of settlement will be brought to its logical conclusion on the basis of the Lusaka Agreements of 1999.
